A viral video drawing attention to the Quality Learning Center in Minneapolis has renewed concerns about alleged fraud in Minnesota’s taxpayer-funded child care system under Democratic Gov. Tim Walz.
The footage, posted on social media by independent videographer Nick Shirley, shows a striking disconnect between state paperwork and reality on the ground. The daycare — which Fox News reports is licensed to care for up to 99 children — had zero children, raising fresh questions about how such facilities continue to receive approval and public funding.
“There’s no one here,” Shirley says in the video. At one point, he and another man approach the building, prompting a woman ‘demonstrator’ there to shout to others, “Don’t open up. It’s ICE.”
“Go away. You’re not welcome here. Shame on you,” she screams.

Shirley observes that, based on his findings, the center received a significant amount of taxpayer money in the fiscal year 2025, yet they couldn’t even make the effort to spell “learning” correctly on their sign.
“Are you in favor of $1.9 million going illegally/fraudulently to this business that [is called] ‘Quality Learning Center’ but can’t spell ‘learning’ right on the door?” he asks.
The woman’s comments reflect a staggering — and entirely predictable — level of ignorance. It is unclear whether she has any connection to the daycare or is simply another left-wing activist rushing to shield an operation that appears indefensible. Either way, the exchange captures a familiar pattern: voters who uncritically back politicians who waste or misuse taxpayer dollars, then feign surprise when public funds are siphoned off and accountability is nowhere to be found.
The controversy has now reached Capitol Hill. House Majority Whip Tom Emmer (R-Minn.) publicly challenged Democratic Gov. Tim Walz, demanding answers about how taxpayer money was distributed to a child care center that appeared to have little or no activity.

The report mentioned a total disbursement of $4 million to the Quality Learning Center. However, a January report from St. Paul’s ABC affiliate indicated that the daycare had received $7.8 million in federal tax funds since 2019, despite facing regulatory issues.
These regulatory problems included 95 violations over four years from the state human services agency, ranging from failures to keep hazardous items away from children to lacking records for 16 children.
Why are so many Minnesota daycares unable — or unwilling — to explain where the children supposedly in their care actually are?
The video has landed amid a much larger fraud scandal involving Minnesota’s Somali community, a case that some observers estimate could total as much as $9 billion in stolen taxpayer funds. Several businesses have been accused of diverting millions of those fraudulently obtained dollars to Al-Shabaab, raising serious national security concerns on top of the financial damage.
Shirley later posted a 43-minute video to YouTube, claiming he uncovered more than $110 million in apparent fraud in a single day by visiting daycare centers and health services buildings that appeared questionable or largely inactive:
A different video that went viral on X features Shirley inquiring about rates at a facility housing multiple healthcare firms, but he is consistently turned away (with the exception of one woman) and ultimately has the police summoned on him.
“We’re getting escorted out right now. The police have arrived,” Shirley says in the video. “We were checking out the rates, seeing what was happening inside this building. No one would really speak with us.”

In a single afternoon, Shirley has uncovered what appears to be a couple hundred million dollars a year in fraud, and all of it being ‘laundered’ through Rep. Ilhan Omar’s Somali community in Tim Walz’s state of Minnesota. Let the grand jury indictments begin.
