The Biden-Harris Administration is now under investigation by House Oversight Chairman James Comer (R-KY) for potential misuse of taxpayer resources during the 2024 presidential campaign. The probe is focused on allegations that taxpayer-funded assets were used to transport Ukrainian President Volodymyr Zelensky to Pennsylvania, where he is said to have engaged in activities supporting Vice President Kamala Harris’s campaign.
The investigation was triggered by reports that Zelensky was flown to Pennsylvania—a crucial battleground state—on a U.S. Air Force aircraft. The Oversight Committee is examining whether this use of resources constitutes an abuse of power, drawing comparisons to the 2019 impeachment inquiry involving then-President Donald Trump.
In a letter addressed to Attorney General Merrick Garland and Defense Secretary Lloyd Austin, Chairman Comer expressed concerns about similarities between the current situation and the 2019 impeachment inquiry. He highlighted that Trump was accused of trying to leverage Zelensky to influence his 2020 re-election campaign. Comer noted the irony, writing, “In 2019, the Democrat-controlled House impeached President Donald J. Trump for abuse of power under the theory that he attempted to use a foreign leader—Ukrainian President Volodymyr Zelensky—to benefit his 2020 presidential campaign, despite a lack of any evidence of wrongdoing on the part of President Trump.”

The Republican-led committee is investigating whether the Biden-Harris Administration improperly used taxpayer funds to transport a foreign leader for political purposes. Chairman Comer’s letter questions the rationale behind flying Zelensky to Pennsylvania, a key battleground state described as “the trickiest” for Vice President Kamala Harris to win in the upcoming election.
“The Committee seeks to determine whether the Biden-Harris Administration attempted to use a foreign leader to benefit Vice President Harris’s presidential campaign and, if so, necessarily committed an abuse of power,” the committee’s letter said.
Zelensky’s visit to Pennsylvania involved meetings with Governor Josh Shapiro, a prominent Democrat seen as crucial to the party’s efforts to hold the White House. Adding to the scrutiny, Zelensky recently criticized the Trump-Vance ticket in an interview with The New Yorker. While no formal charges have been filed, the investigation will explore whether the Biden-Harris Administration’s use of federal resources for Zelensky’s visit constitutes an ethical breach or potential criminal misuse.
In a separate letter to Defense Secretary Lloyd Austin, Comer reiterated the gravity of the matter, stating, “The Committee seeks to understand the circumstances that led and any facts that could justify the Biden-Harris Administration to transport President Zelensky on a Department of the Air Force aircraft to Pennsylvania.”
Tensions between former Trump and Zelensky have recently escalated. The friction, which began shortly after Zelensky’s arrival in the U.S. for the U.N. General Assembly. The Ukrainian president recently called Trump’s running mate J.D. Vance (R-OH) “too radical” in an interview with The New Yorker.
