Despite Republican Losses, This Key Trump Policy Remains Wildly Popular Among Voters

Text size

Republicans suffered major losses in Tuesday’s midterms, but exit polling shows immigration remained one issue where voters still gave the GOP an advantage.

NBC exit polling found voters preferred Republicans over Democrats on handling immigration, 44% to 41%, even while favoring Democrats on nearly every other major issue.

The finding provides an important counterpoint to an election dominated by voter dissatisfaction with President Donald Trump, affordability and the Iran war.

Immigration ranked below the economy and democracy among voters’ biggest concerns, but Republicans maintained their traditional advantage among voters focused most heavily on enforcement.

Fourteen percent of voters identified immigration as the country’s most important issue, compared with 39% who selected the economy.

Another 32% identified the state of democracy as their leading concern.

Among voters who said immigration enforcement was a crucial or major factor in their decision, 52% supported Republican congressional candidates.

CBS News similarly found immigration enforcement was considerably more important to Republican voters than Democratic voters during the midterms.

The results suggest Republicans retained an advantage on immigration even as voters delivered Democrats control of both chambers of Congress.

However, the polling also revealed significant dissatisfaction with the way Trump’s administration has implemented its enforcement agenda.

Polling cited from the national electorate found roughly six in 10 voters believed the administration’s immigration enforcement actions had gone too far.

Approximately two in 10 said enforcement had not gone far enough, while another roughly two in 10 considered the administration’s approach about right.

That produced a politically complicated picture rather than a wholesale rejection or endorsement of Trump’s immigration agenda.

Voters who were most dissatisfied with enforcement overwhelmingly backed Democrats, while voters demanding tougher enforcement overwhelmingly supported Republicans.

Among voters describing immigration enforcement as “crucial” to their decision, 58% supported Republican candidates.

The findings could provide Republicans with guidance as they begin examining how to rebuild after losing their House and Senate majorities.

Trump returned to office in 2025 after campaigning heavily on border security, deportations and stronger enforcement against illegal immigration.

His administration subsequently expanded immigration arrests and deportations while reversing numerous Biden-era border and immigration policies.

Public opinion has remained sharply divided over those policies, particularly regarding the scale and tactics of interior enforcement.

An AP-KFF survey conducted before the election found rural voters were considerably more supportive of Trump’s immigration policies than Americans overall.

About two-thirds of rural MAGA Republicans said Trump’s immigration policies had positively affected their communities.

Roughly half of that group said the administration had not gone far enough on deportations, while approximately half considered its actions about right.

Hispanic voters presented another complicated picture heading into Election Day.

Pew Research Center found 30% of Hispanic voters who supported Trump in 2024 believed his administration was doing too much on deportations.

Still, a majority of those Trump-supporting Hispanic voters believed the administration was either striking the right balance or was not doing enough.

Those divisions became particularly important as Democrats regained ground among Hispanic voters during Tuesday’s elections.

The economy nevertheless appears to have been considerably more damaging to Republicans nationally than immigration.

CBS exit polling found voters were more than twice as likely to report their personal finances had worsened rather than improved.

Nearly nine in 10 voters described affordability as a crucial or major factor in their congressional vote.

Concerns about groceries and gasoline were similarly widespread, while the Iran war became another substantial political liability for Republicans.

Seventy-four percent of voters said the Iran conflict was either a crucial or major factor in their decision.

Vice President JD Vance subsequently blamed the war for Republicans’ losses, while Trump acknowledged that the conflict contributed to Tuesday’s results.

The immigration numbers therefore stand out because Republicans maintained an issue advantage despite losing ground across numerous other categories.

They also demonstrate the distinction between support for immigration enforcement generally and approval of every tactic used to implement it.

A substantial share of voters believed enforcement had become too aggressive, while another large bloc either supported the current approach or wanted stronger action.

For Republicans assessing Tuesday’s defeat, that distinction could prove significant.

The exit polling does not show voters broadly abandoning border enforcement or giving Democrats an advantage on immigration.

Instead, it suggests Republicans retained an edge on the issue while simultaneously facing resistance to some elements of Trump’s deportation campaign.

That leaves immigration as one of the few major policy areas where Republicans emerged from a difficult midterm election still holding a measurable advantage with voters.
